How to I create a character disk or what do I do when it says INSERT A BLANK DISK. BTW, anyone find a working Wasteland?

When browsing for files in 1541 Device 8..., you can use the F-keys to Create New D64/G64 file.
Kind regards,

No problem. Some C64 games need especially-patched D64/G64 files, in order to save game-related data (e.g. Mail-Order Monsters), not just a blank disk. I'm glad it's working OK for you!
Kind regards,
