Same for me.
CCS64.EXE runs fine on all OS'es, except Win8.1.
However, CCS64-2005.exe from the No-installer package, works fine under Windows 8.1.
That's a bit strange, because this binary is compiled especially to work on very old operating systems, like Windows 98.

It will not work with that adapter, simply because C64 joysticks are not RS232 devices.
You can build an interface yourself by soldering a few wires to a standard USB game controller.
How you can do this, is explained here.

I always thought it would be impossible to map a standard US keyboard to a C64 emulator, because a C64 wants a 'Shift-2' to display a double quote character.
But it is indeed possible. If you replace the text in WIN_POS.VKM with the text below, it works perfectly in the VICE emulator ...

Aphamino is right. I have tried the Gamebase64 version of this game.

Potty Pigeon is a single file game, so it isn't very likely that the way it is loaded influences the behaviour.
And because the version I tried is a T64 image, setting Max 1541 speed to on or off will not make any difference.

In CCS64, press Alt+I and set Control Port 1 to None.
Set Control port 2 to Joystick and select a keyset or real joystick you want to use.
You can select one of three keysets. You can define the keys for these key sets in the same Alt+I menu.

It's at the same place as on the real hardware: the key top left, next to the number 1 key. At my US keyboard it's the key to generate the symbols ~ and `.

The Gamebase frontend can change emulator settings when starting up a game.

For example, if Game X uses a joystick in port 1 and Game Y needs a joystick to be plugged in port 2, Gamebase can make the required settings in the emulator for you.
