You are supposed to use the joystick. If you use keyboard make sure that the input settings are correct in CCS 64;
Use ALT + I to get to the input settings and make sure that "CONTROL PORT 2" is set to "JOYSTICK" and "MODE" is set to "Key-Set 1" (or any of the 3 available).

I tried the Gamebase64 version WITCHCLD_08632_02.zip And it work as expected when I type "INSTRUCTIONS" or "INST".
So it is most likely a problem with your version of the game.

Old topic, but since it came up again because the previous spam, did I try what "RFBcsa" wrote and I got the same result, running Windows 7 x64 and CCS3.8.

A simple way to work with files inside a D64 is to use D64 Editor. (a windows based D64 editing program)
