How to Disable "Always on Top" behavior?

For some reason the simulator is set as "always on top"
which is usually reserved for the Windows Task Manager.
Normal applications should not force behavior on the user
like this--since the task manager is needed to kill runaway
apps, that is a special exception.

from Usability. I consider this a usability issue since it's difficult
to interact with other windows--such as an IE open to the CCS64
forums to find help--because of the "Always on Top" behavior.]
