Bug with SID output during forced 60Hz screen update

Hello,

I primarily run CCS64 on my laptop's LCD panel, and so for viewing PAL demos I prefer forcing the emulator to update at 60fps even though it's running as a PAL C64 - this ensures that all effects which rely on every frame being rendered will be emulated perfectly smooth, and I know full well that it's running too fast (and that it can also cause the occasional audio anomaly). However, I've noticed that while doing this with the newest CCS64 v3 beta, the audio still seems to be running at normal 50Hz speed, but with a regular "skip" for the audio output to catch up to the actual emulation. CCS64 v2 never exhibited this problem, as the audio would essentially sound like an NTSC C64 but with the standard PAL pitch.
