What the hell is this screen?!

What is this screen? What is the intended way to reach it, and how are you supposed to exit it?
I see it after trying to alt-tab and then tab back in. After that I'm screwed: even if I try to load a saved state, nothing more happens. I can go into options or video options, but when I go back out, I'm back in this screen. A reset doesn't help, hard or soft, etc.
