v3.9.2 Installer crashes on Windows 10

Due to problems with v3.9 (it freezes) on Windows 10, I just downloaded the latest installer v3.9.2. But this installer crashes. It wants to install .NET Framework 3.5, which fails because this Framework is already installed on the system. Obviously the installer does not check this, or the check fails for whatever reason.
So I tried to uninstall the Framework first, but found no way to do so. I can only deactivate it.
