I've tried everything I could find online to make a new d64.

start ccs64 v3.8, push F9, select Device 8, go to the bottom where it says (DIR) . push F1 to create new D64, ccs0.d64 is on the lower left. I understand I can name the file anything just make sure the extension is .d64,

okay this is where my problem is nowhere to be found on the internet.

as soon as I hit "enter" after making a file name for the d64 all it does is go to the top of the screen and highlight the (DIR) ..

that is all it does. no new d64 is created.

what am I doing wrong?

I have tested this in CCS64 V3.8 and it works fine for me. It returns to the C64 screen display, after creating the new D64 file; since I have checked that the file exists in the specified folder, within Windows Explorer itself, even whilst CCS64 is still running. Perhaps you are trying to create a new file in a folder to which you do not have the required permissions. I suggest you try to create a new folder and attempt again in that new folder, or try a folder which you have already saved files in before yourself, in order to eliminate permission problems outside the control of CCS64.
