Raid Over Moscow - Loads but will not Start

Hello, all.
Please forgive any dimness, I have only just started.
I have got my emulator running (Brings back memories just looking at the blue screen!) and am loading Raid over Moscow seemingly OK but I get to a screen which looks like a start screen (Offering Unlimited Lives, Time etc) but nothing I do will start the game up....
I have read the HTML file and have set my Key definitions but still no joy.
I tried Ikari warriors aswell which loads and starts but I have no control via the keys..... Anyone know what I've done wrong ?
