Anyone know this game?

I played this game once or twice and, to be honest, I'm not even certain it was C64. It might be an early PC game. Either way, my friend had it and I liked it. I think it's called Conquest. Theres a typical map with land and water. You have bases or cities that allow you to construct various units like tanks, ships, I think even helicopters. I can't remember if you build new bases or if they already exist and all you can do is take them over (I think it's the second of these). The game apparently came in two forms, the original and a 'Deluxe' version. My friend, years ago, tried to find this again but only found the original which was nowhere near as good (according to said friend, I never got to see it). Anyway, anyone know this game and, if so, where I could get it?
While we're on the topic, how about a Risk-like game? There are numerous 'territories' colored in various shades (usually spotty gridded colors) and you can move your armies from places you occupy to places you don't. Really all you can build is 'army' and 'navy' units. The Russians have the weakest troops but win by sheer numbers (they cost almost nothing).
