Well I dont know much about .poo files but I have alot of great ideas on mods in games and games I would like to make for the c64. What my question is that is there a .poo file opener to view the content inside the game files of is there a .poo file extractor?

Do you mean a P00 file? If so, this is similar to a PRG file; it is a single-part program file.

You could always use the Star Commander:
